CAROLINA LATORRE
Carolina Latorre has over 15 years of experience in international projects, and providing strategic advice on water law, policies, and regulation. She is a consultant for the World Bank as Regulation Expert in Water Supply and Sanitation (WSS) at the WSS Policy, Institutions and Regulations Team of the Water Global Practice – WSS Global Solutions Group. She is also Program Manager at WASTE Foundation, supporting innovative finance and entrepreneurs-SMEs in developing countries to building waste and WASH systems that can reach scale. Until 2020, she was IWA’s lead of Water Policies and Regulation, an area that she initiated building a global network of regulators and a portfolio of projects that promoted inclusive, resilient, and sustainable systems –including the International Water Regulators Forum reaching over 90 countries. She coordinated and co-authored publications like the Manual on the Human Rights to Safe Drinking Water and Sanitation for Practitioners, the Lisbon Charter, an international framework for sound public policies and regulation, and the Guidelines for Public Participation in the Regulation of Urban Water Services. She is a qualified Chilean lawyer with experience in due-diligence and procurement for regulated industries and multisector infrastructure. She is overall a passionate professional who thrives in building international networks to enable cooperation and foster the new businesses and financial models we need for sustainable development.
