Marcos Rodrigues Penido
Natural do Rio de Janeiro e criado em Cruzeiro – SP, Marcos Rodrigues Penido tem 57 anos. É Engenheiro Civil, formado pela Universidade Veiga de Almeida, com especialização em Gerenciamento de Empreendimentos pela FGV.
Atua na esfera pública desde 1985. É funcionário de carreira da CDHU – Companhia de Desenvolvimento Habitacional e Urbano do Estado de São Paulo, da qual foi diretor-presidente de 2011 a 2016. Ocupando diversos cargos nas administrações anteriores da Prefeitura de São Paulo, Penido foi Secretário Adjunto de Infraestrutura Urbana (2006-2010), Secretário Municipal de Serviços e Obras (2017) e das Subprefeituras (2018).
Representou o Governo do Estado de São Paulo no Fórum Nacional de Secretários da Habitação e Desenvolvimento Urbano – FNSHDU e na Associação Brasileira de COHABs – ABC. Pela CDHU, atuou no United Nations Environmental Program – Sustainable Building and Climate Initiative – UNEP-SBCI e foi coordenador fundador do Programa QUALIHAB do Estado de São Paulo.
É o atual presidente do Fórum Nacional de Secretários de Estado de Minas e Energia.

Marcos Rodrigues Penido
Marcos Rodrigues Penido is 57 years old. He is a Civil Engineer, graduated from Universidade Veiga de Almeida, with specialization in Project Management from FGV.
He has worked in the public sector since 1985. He is a career employee of CDHU – Urban and Housing Development Company of the State of São Paulo, of which he was CEO from 2011 to 2016. Holding several positions in previous administrations of the São Paulo City Hall, Penido was Deputy Secretary of Urban Infrastructure (2006-2010), Municipal Secretary of Services and Works (2017) and of Sub districts (2018).
He represented São Paulo State Government in the National Forum of Secretaries of Housing and Urban Development – FNSHDU and in the Brazilian Association of COHABs – ABC. For CDHU, he worked in the United Nations Environmental Program – Sustainable Building and Climate Initiative – UNEP-SBCI and was the founding coordinator of the QUALIHAB Program of the State of São Paulo.
He is the current president of the National Forum of Secretaries of State of Mines and Energy, elected in April of this year for a mandate until 2021.
Since 2019 he has been the Infrastructure and Environment Secretary of São Paulo government.
